OPM Memo Ending Recognition of Federal Employee Unions
"By operation of 5 U.S.C. § 7103(b) and Exclusions, covered agencies and subdivisions areno longer subject to the collective-bargaining requirements of chapter 71 of part III, subpart F oftitle 5 (5 U.S.C. §§ 7101-7135). Consequently, those agencies and subdivisions are no longerrequired to collectively bargain with Federal unions.
