But you can't ignore what's pragmatic. Between <a href="https://snabelen.no/tags/QuillPad" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>QuillPad</span></a> and <a href="https://snabelen.no/tags/OpenNote" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>OpenNote</span></a>, I'd want QuillPad - but I need Open Note.</p><p>QuillPad has tags, which is a nice to have - but not really all that important to me. </p><p>In the end Open Note wins out, because of its info screen that counts words used - but also, the document outline.</p><p>For now, I think this is it.</p>

Diese Frage spitzt sich zu. Vor allem weil sich neue Bündnisse im Rat zu dieser Frage formieren. So wollen CDU, SPD und FDP morgen ihren gemeinsamen Antrag vorstellen. Dann gibt es einen Vorschlag von Grünen, Linke, Volt, Klimafreunde & Gut sowie Thor Zimmermann, den das Bündnis Verkehrswende ablehnt. Die Fraktion hat einen eigenen Antrag. Was wird die AfD tun? Was, wenn eine der großen Parteien im Rat geheime Abstimmung beantragt?</p><p>Das Bündnis Verkehrswende lehnt den Kompromiss-Antrag von Grünen, Linker, Volt, den Klimafreunden & Gut sowie Thor Zimmermann ab. Zwar spreche sich der Antrag für die oberirdische Variante aus, was das Bündnis Verkehrswende begrüße. Die Aktivist:innen erkennen in dem Antrag allerdings einen verklausulierten Planungsauftrag für die lange Tunnelvariante, die sich die SPD immer wünschte. Der lange Tunnel führt unter dem Rhein von Deutz bis hinter die Innere Kanalstraße. Das Bündnis Verkehrswende sieht darin eine Blockade vieler weiterer sinnvollerer Projekte, da Gelder, Personal und Planungskapazitäten gebunden würden. „Die Verlängerung der Linie 13 bis zum Rhein ist geplant, ist förderfähig, findet überall großen Anklang – und scheitert laut Verkehrsdezernat an Personalmangel. Das kann doch so nicht weitergehen.“, so Sprecherin Barbara Kleine für das Bündnis Verkehrswende Köln. Das Bündnis Verkehrswende stellt sich hinter den Antrag von Die Fraktion, der einen Ausstieg aus dem Projekt Ost-West-Achse fordert. Wollten die Grünen geheime Abstimmung beantragen und hoffen auf SPD-Abweichler? Kann das gelingen vor dem was heute bekannt wurde?</p><p><strong>Wo sind die Mehrheiten im Rat</strong></p><p>Morgen wollen CDU, SPD und FDP ihren gemeinsamen Antrag für die Ost-West-Achse vorstellen. Sie haben sich in dieser Frage zu einem Bündnis vereinigt. Im Rat hätte dieses Bündnis 44 Stimmen. Es bräuchte also zwei weitere Stimmen, um diesen Antrag im Rat durchzubringen. CDU und FDP haben sich immer für einen Tunnel ausgesprochen. Was passiert, wenn die CDU mit diesem gemeinsamen Antrag und der SPD geheime Abstimmung beantragen wird? Denn nur CDU, SPD und Grüne können diese beantragen.</p><p>Zum Hintergrund: Laut der Geschäftsordnung des Kölner Rates müssen bei einer Sachentscheidung ein Fünftel der Ratsmitglieder für eine geheime Abstimmung votieren. Das sind in der Regel die großen Fraktionen mit mindestens 18 Mitgliedern oder Bündnisse. Dem Vernehmen nach wollen die Grünen keine geheime Wahl beantragen.</p><p>Dann käme es zu einer geheimen Abstimmung. Der CDU-, SPD- und FDP-Antrag braucht 2 weitere Stimmen. Nur so kann er die Tunnellösung erreichen. Aber woher kommen die 2 Stimmen?</p><p>Kommt der Tunnel, dann dürften sich die Tunnelbefürworter freuen, aber zu welchem Preis? Was, wenn die Stimmen in der geheimen Wahl von der AfD kommen? Dieses Risiko besteht, wenn CDU, SPD und FDP mit ihrem Antrag in eine geheime Wahl gehen, da es ihnen ja im Vorfeld nicht gelungen ist eine öffentlich transparente Mehrheit zu organisieren. Was für ein Makel für das Projekt. <a href="https://www.koelnnord.de/gruendung-der-klar-gmbh-klaerschlammverwertung-am-rhein-gmbh-2/" rel="nofollow noopener" target="_blank">Klar</a>, können Demokrat:innen immer behaupten, dass die Stimmen ja womöglich von Abweichlern aus anderen Parteien oder Einzelmandatsträger:innen kommen. Aber wie glaubhaft ist das vor dem Hintergrund der bereits ausgesprochenen Positionierungen? Ein Tunnelprojekt durch das Kölner Herz, realisiert durch Stimmen von CDU, Sozialdemokratie, Liberalen und AfD. Vor dem Verwaltungsgericht haben nun zwei mit der Initiative verbundene Überwachungsgegner:innen Klagen eingereicht, die das Gericht ab Donnerstagmorgen mündlich verhandelt. Ein Urteil wird nach Aussage von Beteiligten aber nicht am selben Tag erwartet.</p><p>Die Kläger:innen sehen ihre Grundrechte auf informationelle Selbstbestimmung, die Meinungs- und Versammlungsfreiheit und sowie die Achtung des Privatlebens durch die Überwachung beeinträchtigt. Neben den persönlichen Grundrechten bestehe aber auch eine Gefahr für die Gesellschaft. Es geht ihnen um die Frage, wie frei diese sich unter der Bedingung von staatlicher Überwachung noch entfalten könne, <a href="https://kameras-stoppen.org/gerichtstermin-gegen-die-polizeiliche-videoueberwachung-in-koeln/" rel="nofollow noopener" target="_blank">schreiben die Kläger:innen auf der Webseite</a> der Initiative.</p><p><strong>„Niemand kann sich mehr unbeobachtet bewegen“</strong></p><p>„Die letzten Jahre haben gezeigt, dass die Videoüberwachung immer weiter ausgebaut wird und die technischen Möglichkeiten bei der Auswertung erweitert werden. Wenn dort kein Riegel vorgeschoben wird, haben wir in sehr naher Zukunft eine flächendeckende Videoüberwachung. Niemand kann sich dann mehr unbeobachtet bewegen“, sagt Calvin Baus, Sprecher des Chaos Computer Clubs, der seit Jahren mit dem Fall befasst ist.</p><p>Verhandelt werden nun vor dem Verwaltungsgericht insgesamt acht Klagen. All diese Klagen wenden sich gegen die polizeiliche Videoüberwachung in Köln, aufgeteilt in die Bereiche Dom/Hauptbahnhof, Ringe, Breslauer Platz, Ebertplatz, Neumarkt, Wiener Platz und Kalk/Humboldt-Gremberg. Eine Klage richtet sich konkret gegen die Beobachtung einer antirassistischen Demonstration am 18. Januar 2020 durch die polizeiliche Videoanlage am Kölner Neumarkt.</p><p><strong>Ziel ist die komplette Untersagung der Überwachung</strong></p><p>Der Hauptantrag der Kläger zielt auf die komplette Untersagung der polizeilichen Videoüberwachung an den sieben Standorten. Sollten die Kläger:innen damit nicht erfolgreich sein, haben sie mehrere Hilfsanträge gestellt, um die Überwachung zumindest stark einzuschränken. Diese Hilfsanträge zielen darauf ab, die Kameraüberwachung zum Beispiel auf weniger Fläche zu begrenzen oder die Speicherung zu untersagen.</p><blockquote><p><a href="https://netzpolitik.org/2024/mehrere-klagen-eingereicht-proteste-gegen-videoueberwachung-in-koeln-gehen-weiter/" rel="nofollow noopener" target="_blank">Proteste gegen Videoüberwachung in Köln gehen weiter</a></p></blockquote><p>Die beiden Kläger:innen sind <a href="https://kameras-stoppen.org/gerichtstermin-gegen-die-polizeiliche-videoueberwachung-in-koeln/" rel="nofollow noopener" target="_blank">laut der Presseerklärung</a> von der Überwachung selbst betroffen. Ein Kläger wohnt linksrheinisch, in dem Teil der Stadt, der am meisten kameraüberwacht ist: „Beim Einkaufen, in der Freizeit und im Beruf muss er sich täglich in Bereiche der polizeilichen Videoüberwachung begeben. Somit ist sein Bild und sein Verhalten ständig auf den Servern der Polizei gespeichert“, heißt es in der Mitteilung von „Kameras stoppen“.</p><p>Die andere Klägerin wohnt direkt in einem videoüberwachten Bereich. „Sie kann das Haus nicht verlassen oder betreten, ohne dass sie dabei beobachtet und ihr Bild auf den Servern der Polizei gespeichert wird“, schreibt die Initiative. Die Klägerin berichtet von einem Gefühl totaler Überwachung.
