It's mostly up to the people of Hungary to sort out Orbán. Starting proceedings to expel Hungary could only focus their collective mind... (and it being the EU with its emphasis on 'due process' - unlike Trump - there'd be plenty of time before a decision would be finalised).

'Obstruction of Justice' is a crime under domestic law; couldn't the #ECJ be asked to adjudicate on whether Orbán, by refusing to arrest Netanyahu, is "obstructing international justice."
