Colorado judge who sentenced election denier to prison receives threats
apnews.com/article/tina-peters

Courthouse staff in Grand Junction, Colorado, received multiple threats

My questions:
1) Why do death threats keep happening?
Because:
The people making them WANT to intimidate
They believe they won't be caught
They believe they've done nothing wrong
They think they won't be caught & PROSECUTED & if tried, they think they won't be jailed.

2) How do we change their behavior?

Make threats a PRIORITY.
Reuters' showed local cops & DAs DON'T make this a priority. It takes skill, time & money.

Provide $$ & resources to law enforcement & prosecutors.

DOJ's Election Threats Task Force was created to provide resources to prosecute threats.
Use them on this!

They've had success. BUT THEY DON'T PUBLICIZE THEM, so there's no awareness for deterrence to change behavior.

TEACH:
are NOT protected speech! They are condemnable criminal acts.
