SB 5223 Expanding Police  Authority to Record Fingerprints Under current law someone currently cited or summoned does not get fingerprinted unless there is a finding of guilt. 5223 would expand the authority of law enforcement to photograph and record fingerprints if a person is cited, released, or issued a summons regardless of an actual finding of guilt. These fingerprints are stored in a national database accessible to ICE and Homeland Security.
