I liked #GulDukat here as a loyal citizen of an oppressive, fascist, totalitarian regime who thought that he was actually helping the Bajorans be part of something great. It's unfortunate how his character evolved to be shown as so very hateful and abusive.
We know that the Bajorans resisted, but I'm curious if there were any other civilizations that were more readily integrated.
Eh, at least we got #Damar eventually.
